Shouldn’t be water in the sump even stood outside for twenty years unless oil filler cap was off. Frozen block/split liners /head gaskets woukd be my first thoughts. Drain and remove sump and fill with water and see what’s dripping coukd pressurize too

Drain oil. Fill with new. Run. If it goes pop then find a new engine. If it doesn’t then you’re ok.
It’s not like they’re stressed and racing or are you a ‘hoon’ in disguise🤣

Had a big generator out of a hospital years ago flap on the exhaust had rotted and water filled the sump and half way up the block. Turbo was seized solid, sent that off to be rebuilt heads of and put some duck oil in each cylinder left it for a month and topped it up if needed managed to turn it over with a lot of brute force reassemble if and started relatively easily from what I remember. It did smoke a lot for the first 30 min

My very old Deutz tractor fired up after sitting outside for 18 months.
BANG went the brakes as they came unstuck from the drums and it drove down to the yard to chop firewood. The gearbox still makes noises from when I bought it twelve years ago half full of water but I changed the oil and cover the gear levers as that’s where the water gets in….
I’m just going to run the old girl ‘till pop time or if not then she’s a winner. 😎👍

Be handy if folk knew what type of IH tractor y’all be talking about.
B250?
414?
614? Even😮
Or much newer.
The old ladies will take an enormous amount of abuse and still come up with a smile.
As you progress into the newer that curve flattens out.

I asked correct method to remove water from cylinders and sump
I fully intend to start it
Its not home yet
Id keep it simple

Drain bung out and flush with a bit of diesel a couple of times

See if you can turn it over by hand either on the crank or via removing starter and using a bar on flywheel

If you can turn it over then I'd say there isn't any water in the cylinders

If it's hard to turn over or won't
Then there is either water in the bores or they're rusted up
Injectors out and then see if it turns to push the water out might starter fitting to give it the momentum and force etc if that makes sense

Don't forgot to fill with engine oil though if using the starter etc

After Resto's suggestions, It would not be a massive job on a 684 to drop the sump and change the pistons, liners and BE shells. All a question of how farm do you go.
