Dipstick missingShouldn’t be water in the sump even stood outside for twenty years unless oil filler cap was off. Frozen block/split liners /head gaskets woukd be my first thoughts. Drain and remove sump and fill with water and see what’s dripping coukd pressurize too
I fear cylinders will also be fullDrain oil. Fill with new. Run. If it goes pop then find a new engine. If it doesn’t then you’re ok.

We had one at t’mill and it was pretty bullet proof. Although it’s engine never filled up with water
