Water storage tank

Building Regs people up here in Scotland,tell me I need a 45000l water storage tank or pond for a fire water supply as the building we are trying to get a building warrant for has never been used for residential purposes and we have a private water supply.That's debatable but we've been held up long enough with bs,5 months and another story. Any ideas for a cheap fix? The building is to be a one bed with kitchen diner and bathroom,so pretty small with low conversion costs.£5-6000 for a new water tank as seen on line is adding considerably to the cost never mind digging the hole and plumbing it in to a rainwater supply .....Our soil type is sand and gravel.The soakaway test for the septic tank was interesting,even after considerable heavy rain it suggested we only needed a square metre of soakaway,so any pond would have to be well lined.Dont really want one anyway,there's enough open water hearabouts,just unfortunately not close enough.

We found that if you don't put some sort of cover on, it wiil clog up with drowned birds, leaves and other rubbish.
