We're council tenants and our water wholesalers are waterplus our meter is 3/4 mile away from our property in the village we have no pressure less than 1 bar we've had a plumber out at our expense to tell us there must be a leak as meter goes round like a windmill with everything turned off waterplus are demanding we pay 38k to them ASAP even though we pay 400 per mth we've also asked for the meter to be moved onto our property any advise would be welcome we also share the same pipe line to a seven trent water works

Unfortunately all water passed the meter is your responsibility… and if you’ve got a leak (which looks likely) ultimately they can make you pay. However, I would get on to them pdq and see if there’s a resolution to be had.
And may be see if you can re-locate the meter much closer to point of use?

The meters can go wrong.
We had it a few years ago. We had very poor flow to the farm so I went to check the meter and it was buzzing, it was going so fast. I couldn't find any leaks so got ST, as it was then, to come out. I watched as the engineer changed the meter. After switching back on the meter ran correctly and the pressure was restored. We got billed on "historical use" for that quarter.
As for Water Plus, they are a law unto themselves when things are normal. Good luck !

How long has this been going on? £38k worth of water at c.£2/cube is a LOT of water. Somewhere around 20 million litres. Thats going to take a while to escape from a 25mm pipe even at full bore. And if it was full bore you'd be getting nothing at your end too. Lets say 100l/min, thats 6000l/hr and 144,000 litres in 24 hours. Thats 138 days or 4 and half months to get to 20m litres. And there would be a lake somewhere between you and the meter.

Check your business insurance.
Some policies include 'escape of metered water"

We had a couple of small leaks a few years ago (when we were on WaterPlus as it happens) and were told to claim on our insurance. Leak allowances are a thing of the past apparently.:(

Meanwhile, at another property with Welsh Water, they tell us that the meter can only be read by them and is in a sealed chamber. How does that stand you if you have a leak, where you aren’t actually able to check it yourself?:scratchhead:
