I think youve missed abit out land owners and tenants, share farmers. As a tenant farmer. The investment and who makes the investment on storage. Might make investment or even continuing in dairying unviable. Have filled it in for you

Thank you for the response! That's an interesting point, which I agree I haven't considered in enough depth. Would you possibly have the time to discuss this idea a bit more, please?

Done, availability of targeted grants where capital works are needed for the desired outcome will be critical.

Some may not be in a position to fund a high percentage of the cost themselves especially now.

Assuming we can only complete once? I did it the other day. They will have to provide a serious degree of cover on grants but even then there is a limited number of builders available to complete work!

The first round of england ones 20+ yrs ago got very little in grants
Being curious, do the NVZs extend over high and low rainfall areas? High amounts of collected rainfall is the biggest problem for most Welsh farmers with an open slurry store.

Discrete NVZs as we currently have in Wales are based on water catchment and hydrology which explains the anomalies as to why some land is in and some out.
Becomes irrelevant in a blanket designation

Open slurry stores are vulnerable to high rainfall regardless
