Beach I was on years ago in the Caribbean needed doing most mornings after high tide to clear washed in seaweed etc, not a bit of rubbish dropped during the day, but different after the tide.I hadn't thought its was clearing litter - but you are probably right.

If you look at the picture of the John Deere I posted, you can see the back axle steps down to the wheel hub.It is odd how it sits level.
sometimes they just harrow them early mornigs to make it look nice i guess but i think that one from part the pic, by the looks of it will collect trash as well , have you never seen them working on a beach?I hadn't thought its was clearing litter - but you are probably right.
