Two things really, one contingent upon the EU's assistance: vote to withdraw art. 50; vote for an extension.
There are other ways, but they are highly improbable considering the parliamentary arithmetic.

As I understand, this 39 billion is money owed for ongoing projects that will benefit the UK and pensions, if it's not paid then there will be no negotiations for a trade deal.

I voted to leave no strings attached, I did not vote for a fudged deal written by the Germans and rubber stamped by May that keeps Mr Drunkers Wine rack topped up!!

Care to put that into a coherent english explanation? Money debts are denominated in pounds, euros and the likes. Periods in days, weeks and months. And refrain from swearing too, if you can - it’s beneath both of us.
