What drill is this

Anyone know what kind of drill this is and what it would be used for. It’s all seized up but it could be made to go again

It's only a guess as I've never seen it before, but could it be an old Howard? The design philosophy/style looks something like they might have produced in the 80s.

Well apparently it’s a Gibbs drill but there is very little info on the net about them so must be very rare
