Is it not springing out and put in the shear pins in?
When we had one years ago, they used to get full of dust and we used to blow it out with the airline, but unless the springs are stainless inside them, I would imagine the springs could well be rotten now might be easier just to take it apart and put new springs in and clean it all up

Kramp do them ,about 30quid
But they will take a good cleaning
And I think I stripped it down too

Also make sure you use the correct pins for shearing too
