What to bed slats down on?

Got a few wonky slat gangs in the slatted passageways. They are bedded down on a sand/cement compo mix. Have re bedded some over the years but they end up wobbly again. Have been told to bed them on strips of celotex board. Anyone ever done this or used anything other than compo?

Celotex is thermal insulation boards, would it just go to mush?

That’s what all mines are on,oldest tank is 6 years old now no wonky slats yet.
