What to do with hard cement?

I got a load of out of date cement 18months ago, we never got round to using it and now it's set hard in the bags. There's 20ton. Would one of those mini crushers be fit to turn it back to dust in one cycle or do I just have a very expensive pile of infill?!

Some of the bags in the pallets may be ok.

Iv used a pallet 2 years after I got it as it was free bashed it about a bit and was fine for concrete no good for mortor though to lumpy used it where it wasn't to bad if it failed in some way but all seams good still

I think I would run over the hard bags & smash it up.
Then mix the hard bags in with the good bags. For a concrete job.

I have done this before but only with odd bags.

It seems to me you need to get concreting.
