Cant understand why it has 2 spread plates?

It could be to minimise the pressure at the nozzles to reduce droplet size, drift and odour.
Or more likely looking at the white residue, it's as previously mentioned, dust suppression in a chalk quarry or a china clay pit, where they need a narrow spread and high volume.
