think it could be a weight that was dangling from a horses head on a rope from its bridle /head coller to apply a certain amount of pressure which let the horse move along albeit slowly whilst the attendent did another job such as throwing turnips into a tub type trailer the horse was pulling,. similar shaped things were used in stables on a rope through a ring with the weight attatched when the horse was tethered to allow it it to stand up or lie down but stopped it buggering off

I reckon it is a coulter weight of a horse drawn drill, they used to be hung on the back of the counters to increase pressure, smythe drill maybe?
