Paid yesterday with a 4% deduction/fine but no paperwork whatsoever explaining why. Agent saying we can't submit 2017 claim because we need to correct whatever the error was on last years which has caused the deduction.
I had a inspection a few days ago that lasted 7 days (16 claim year no payment yet) he has changed nearly every field size with his gps, so if they haven't given me the report from this inspection before the 15 May how do they expect me to use the new information for my 17 claim? I have to submitted my 17 claim using the maps they previously supplied to me and i presumed were correct .

They are good :rolleyes:seriously NFU really do need to get some kind of legal action in place against the RPA , they are effecting a lot of businesses that cannot afford to be feked about. If this were a pensions scheme or alike action would have been swift and hard and the money being wasted by delays and errors is truly unexceptale.

Your be waiting for a long time for that to happen given that they seem to spend most of their time defending the RPA.

Ref the 4% fine, there are literally thousands of claims this between 3 and 30% underpaid around the UK and it will take many months to sort out.

i have moved from claim validation yesterday to final checking today! Movement at last , fingers crossed for payment this .......month!

I went to preparing for payment last Friday, just checked the bank and paid yesterday, its wrong mind but not a million miles away so they are making progress.

Just have to wait for a chunk of 2015 that is still missing!!

Bridging payment in this morning of just over 3/5ths , a mate over the road had all his yesterday so still no rhyme or reason to this debacle.

So what does your online statement say?
Claim authorisation?
Final checking?
Preparing for payment?

Our NFU county advisor said either full or bridging payments are to be made before easter.
Everyone should receive a payment by then is the latest RPA advice.
 
@Sid , It still says claim validation, probable because we had a inspection about ten days ago and was told it would be towards the end of the payment window before it would be finalized.

I got what I assume is 75% this morning, no paper work. Still on claim validation according to the online statement.
Had a visit 5 weeks ago to check certain fields etc. and was told there were minor discrepancies on their part in the mapping but the claim was correct as I had knocked the relevant areas off the claim. The chap who visited said it usually took 6 weeks from him filing his report to making payment, so I should get the balance in 1 - 2 weeks.

After sending in my cheque to the appeal tribunal I got a call from them after about 6 weeks. They were going to leave the cheque un-cashed for now and put the appeal on hold as there were payments on their way. I have had various bits of cash arriving over the last few weeks, no paperwork but have worked out that it is:

2015 98% sorted and paid
2016 90% sorted and paid

Also got a call from the RPA complaints officer who was dealing with the issue, last heard from her in September 2016. She says they have almost got the computer system fixed for the issues I had, namely that their system didn't recognise land in FWPS as being eligible for BPS. She tells me that she will try to release the rest of the 2015 money this week, then move on to the 2016 money. She is confident that these fixes will also release my missing entitlements and will push through the changes on all FWPS land to make it show up as being eligible for 2017 BPS.

I will believe it all when I see it but there does at least seem to be some action and a definite recognition that they go the whole FWPS thing wrong in the first place. The cynic in me says that it was only my appeal to the tribunal that kicked them into gear.

My payments and the call from RPA might be of some comfort to anyone else out there that is stuck in the same FWPS issue.

FWPS is now in the later stages of the scheme, FWPS payments stopped after either 10 or 15 years depending on planting species. But the FWPS agreement rolls on for 30 years, so you cannot remove the trees during this period. BPS rules state that land in a National Scheme, such as FWPS is eligible for BPS provided that it was used to claim SPS entitlements in 2008.
When SPS first came out RPA decided that you couldn't get more than the SPS amount on an area of land, so if it was being paid under FWPS they used to deduct the FWPS monies form the SPS payment. Then EU overruled RPA and said that the RPA deduction was illegal; we all got a SPS back payment. So, effectively, during SPS we were able to claim both lots of money. This has rolled over into BPS, although in my case the FWPS payments have now stopped, but I am still entitled to BPS. RPA computer couldn't get its head around this and classified all FWPS land as being permanent woodland and BPS ineligible. What it should have done is classified it as RD01 and BPS eligible. I seem to have won the argument for 2015 and 2016 and now all that is needed is for RPA to finally read and acknowledge the RLE1 forms that I have sent in every year, correct the 2017 land use codes and eligibility and hand back my missing entitlements.

Not everyone got a back payment !, as the RPA have always told me that I was SPS ineligible and couldn't claim on FWPS land so no need to submit a form for SPS. All of that back payment thing came about in the "dead zone" between my dad dying and me taking it all over !.
