Windows 10 software

Your going to extremes though.
Have just spent £290 on;
an i5 9400 + h370 motherboard (Which has these nvme slots but I'm not using) + 8gb ram. Already got a case, a psu, an ssd, monitor etc etc. So it's actually really cheap. I can add graphics, ram, storage if I want/need later on.
Replacing a 10 year old i3 laptop.

That i5 is no slouch and that mobo will be fine. It will still be running most software fine in 5 years time at least.

There are very few typical pieces of software that are constrained by a modernish CPU these days. Even the world of gaming is not that crazy in reality.

Today's computers are indeed often over-specified for common office tasks, email and web browsing. The main reasons for having far more powerful machines is for graphics, and a powerful dedicated graphics card distinct from the motherboard will sort that out. Not all motherboards are compatible with extra graphics cards though. Video editing and transferring very large files can also be a reason to go high end or at least to get something with USB3.1 or better still, Thunderbolt3, which both use identical sockets. Plus a very fast solid state drive for storage of course.
Many users just don't need any of this currently and any reasonable £450+ computer off the shelf will do their job and will likely be far better than their old off the shelf machine bought five to ten years ago.
Personally I find the quality of the monitor and speakers to be very important indeed, but a slow computer will be equally frustrating. Forget 4GB of RAM these days and go for 8 as a minimum. I bought an extra 8GB for my 2011 iMac a month or so ago for about £30 and its the best £30 I've spent this year.

You should probably try the recovery mode found in control panel, if you can open Windows at all, even if in safe mode. Restore to an earlier restore point. It will give you a list of dates and you should choose one before it went wonky. You will not lose data, but you obvioulsy have all that backed up anyway.
It seems to be working just fine,other than the message comes up now and again. No box or sticker on it. Saw the lad who got it for me( does repairs ) in town in February and asked him and he said pop it in and he would sort it but that was pre-lockdown. I think he got it from a reputable supplier with twelve months warranty.

It's probably something dead simple in the software settings. An annoyance until you figure it out.
