Winter oats pgr

My Mascani winter oats are just coming into flag. They have had a total of 125kg nitrogen and .3 medax max at end tillering. We've had 25mm rain this last week and they are looking strong..Would it be to late to put another pgr on now?

We have just applied Canopy. Was getting late but we decided to do it.
All PGRs in oats have an impact on yield. However oats are a nightmare at harvest if they are taller or not standing straight. Its a balance.
Most crops around here are starting to really show drought stress. Flag leaves very small across the country I'm told.
