Thoughts so far would be using Liberator at 0.45L/ha as post-emergence as the crop is in Shropshire so BG is not of concern more focused on BLW. Any thoughts or suggestions to alternations would be appreciated.

Resistance management. That is bad practice.
Reflection is a sod. You will need to put in strobilurins for rusts at both timings.
If you do not have a serious grass weed issue then Picopro or Crystal at reduced rate will suffice. £10 acre maximum, applied in autumn either pre-em or at peri-emergence.
In spring you come back with Provalia which will kill that BLW lot easily for very low cost.
