Woud land owner assume all responsibly of storm drain curb in the middle of entry road way?

Woud land owner assume all responsibly of storm drain curb in the middle of entry road way? The road way entry is 30 feet wide and there is an existing concrete storm drain centered on my entry driveway to back acreage. This is just outside of the city limits where the street turns into highway so the state D.O.T. Is the ones that has repaired the roads. My question would be if the landowner is responsible for costs of converting the storm drain into a flush grading drain so I can access entry to property?

Ok. I checked with county commissioner of my precinct and he proposed for me to try to ask a neighbor for permission to use there drive way to access my acres. So I was like you got to be kidding me. And I set up appointment with dot.

The response from dot was since the storm drain is already existing and the land owner is the one that would like the change then dot would not pay for any changes. But if land owner wanted to change storm drain then I could as long as I paid for engineering of new storm drain. Which the quote was around $2000 to just draw up the paperwork.

So I was just wondering if this is what my final answer is going to be or is there some legal stuff about a blocked entry that would require the d.o.t. to have to make repairs to storm drain so land owner can have access?

This is located about 300 feet outside city limits. I called city public works because the city was talking about annexing this area as part of city limits but the person in charge of public works relayed message to secretary that if its outside city limits then I need to speak with county commissioner. And that is who I spoke to and was directed to city public works. But the city supplies water to this part of the town. So does that mean this may be partial city and county?

Sounds like you're being passed around in circles with the hope that you'll give up and stop asking questions. It's a common tactic in the UK and very annoying but if you persist you usually either wear them down or find someone who takes an interest. Good luck!
