This belongs to a local AD company it’s not just trailers,this lot seem to crash everything . The list of accidents they have had around here in the last few years must be very long . The trouble is the general public see what’s going on and automatically blame the local farmers !!

Apply the penalty anyway, their contract should stipulate a safe system of work. If organisations as big as major AD plants can't do proper contracts what hope have small guys.
they would swap contractor after 1st or 2nd accident if they were going to be threatened with action.

I don't think there is ever really an excuse for tipping a trailer on the road imo its the drivers fault. (unless another car involved) as for in field why do choppers insist on trying to fill on the low side on a hill!

Driving in the country side is now a nightmare, all vehicles are now bigger and faster, with everyone driving with at least one wheel over the centre white line, in a hurry, no time to live,
In My opinion you should drive to allow for all the other idiots, and what ifs,
I’m old enough with 42 yrs driving experience covering 25,000 plus a year, and hold a class 1 license, to have seen enough incidents that could have been averted.

I've said before, most road users only have courtesy to those using the same type of vehicle.

I think I know who you mean and it probably be fair to say that the kit is all new and reasonably well maintained? If so it makes it more likely that excess speed is the problem?

The chopper driver has big feet for a reason so he can back up a swearing for young drivers with swift tap in the nether regions all part of learning the job
