Zetor 8111 1991 pto

Anyone out there who can help with a PTO. Problem.
I have a Zetor 8111 that I was using to drive a wood chipper.
The pto stopped working.
I checked the gearbox oil level (plug on floor of cab)
It is just covering the tip of the dipstick.
Dipstick does not have any markings.
Could this be the problem?
Is it worth adding 20L of oil.

The dipstick should have an upper limit marking on these. The pto system works from the same pump that supplies the torque multiplier. Is it still working ok?
Have you knocked the selector lever on the floor below the rhs of the seat into neutral by chance?
Possibly depending on which cab is fitted,if you look in above the bell housing just behind the engine on the left hand side, and operate the pto lever on the dash, you should see a vertical rod come down from the side of the steering column, which has a ball on the end connected to a socket on a horizontal rod that continues below the floor to the control valve. Check that the ball is still connected. It may have popped off.If you cannot see from the bell housing(you can if it has a Duncan cab),take off the cover below the steering wheel and check from there.

Torque multiplier lever has been stuck for as long as I have owned the tractor.
I tried moving the selector. I can feel it going into gear. Should it be up or down? I will check the rod.
Normally when I select the pto it will take about 30secs before it engages. Also when starting from cold with no shaft connected to the pto splines. The splines will turn for a few minutes. Is this normal. Thsnks for your help.

I think the selector should be fully forward for 540 and then neutral in the middle and 1000 rpm, fully back.I have a 9111 here atm for other repairs but the pto has a fault too. The shaft will engage immediately with no load but not loaded. Under load it will start and drive fine without slipping after around 20 seconds. I've only briefly checked the selector lever, control rod linkages and control valve but little else as the owner doesn't want to spend anymore on it. I believe the problem is with the pto pack in the back end. Zetor dealer said if the torque multiplier is working fine then the pump is not the problem, nor the filter or lack of oil. Never got back to him about the pack as it doesn't look this one will be fixed unless it completely packs in,which it will as it's only used for pto work on a straw chopper!!

Looks like I will have to top up the oil and give it a try since I cannot use the torque multiplier to check the pump. Just have to wait for a week while I go on holiday.

@Pmoore ...the dipstick length is 15 inches long from the bottom of the threaded plug to bottom end and 13 1/4 inches from the plug to the top of the full mark.

SUTO 10w30 for the gearbox(which includes the back end) and the same will do for the steering. Some oil finders also say to use ATF or hydraulic 32 for the steering but 10w30 is fine. The steering oil tank is on the rhs of the engine behind the chassis rail directly below the fuel filters.
