Shepherds Huts are quite a tricky thing in planning as they aren't touring caravans so you can't benefit from an exemption certificate or 60 days Permitted Development but they are still movable and temporary

Does the 60 days Permitted Development includes electric hookup, water and drainage points? What about levelling land without installing hard standing?

No it doesn't. It just covers the change of use - any development needs planning permission.
We have two applications in at the moment for exactly that.
