Sounds like a nice simple and logical way to do it with a pipe clamp.

If you really want to do it yourself - install some meters in the line where you can. That way you can trace which meters the water is going through, and which meters it isn't. That will help identify the location of the leak as either before, or after each meter.
Or if you want a fuss-free...
The trouble is those "autocratic barstewards" just don't care.
The mistake to make is to believe that those you are dealing with are rational, logical people.
They only see that they are right and will go to any lengths to prove/confirm that. As will the whole department/system that is built...

What was the reason for the trial area?
I'm not sure I'd be too keen having a trial area if it meant that much blackgrass return.
This all sounds rather too much like a pyramid scheme to me. Buy a machine from us for £25k and then make money using “our system”.
I’d be more reassured if I didn’t need to make a large upfront investment in equipment that I know nothing about, that I cannot value myself and am totally reliant...
