Have you checked with a bulb, as per MF CI instructions? He is trying to get you to load the supply up to reveal the fault. You may have 12v with no load, but that means nothing.

Has your incoming mains pressure increased? Had the prv on the tank replaced, but had to put a seperate prv on our incoming mains supply to stop ours dripping.

So to go through market it must have one of the above permanent methods, but as you are selling direct, it can have the temporary mark.
