OMG!
This is because they are under the Withdrawal Agreement!

This DOES NOT apply to moving now!
1 According to the European Commission, UK nationals who relocate to France after 2020 will continue to have similar rights.

2 from the current nhs website
If you move to an EU country or Switzerland and you receive a UK State Pension, you may be entitled to state healthcare paid for by the UK.

You'll need to apply for a certificate of entitlement known as an S1 form. S1 forms show that your state healthcare is paid for by the UK if you live in an EU country or Switzerland.

If you retire to France after December 31st, 2020, your rights are not covered by the Withdrawal Agreement. However, you may still be eligible to apply for an S1 form if you are in receipt of a UK state pension.

As it stands, the UK is still issuing S1 forms to retirees of pensionable age who wish to retire to France, and this has not changed since Brexit. Some changes have been made since Brexit to those in receipt of certain benefits (namely the Disability Living Allowance (DLA), Personal Independence Payment (PIP), Carer’s Allowance (CA), and Attendance Allowance (AA)) that were previously eligible for an S1. These benefits no longer entitle you to an S1 if you move to France.

This quote is not now.
It's 2022 now.
You are not resident reaching UK pension age having retired at the French pension age of 62.
You are mixing up different systems.

They are all current.
It applies to uk citizens that moved to france prior to brexit or since brexit WHEN they reach uk pension age it is really very simple, every single link shows it is the current and on going situation .

What and the mess Johnson is in over NI is where he's got us to in "getting it done". he hasn't and I don't think he had the intellectual capacity to understand the issues TM was wrestling with
The only issue May was dealing with was that her husband stood to lose a fortune when Brexit was done.

Her heart wasn't in it.

I wouldn’t rush back if you are unwell.
This was Shrewsbury hospital this evening .
Mrs said the corridors were full as well.
And that’s if you don’t fall down the potholes on the roads to get there .

No one is taking any responsibility for the country going to the dogs
The problem is too many going to hospital because doctors wont see them some need to be seen but far too many dont, I saw with my own eyes last month half the people dont need to be there.
Then we have the financial crisis people moan about fuel and food but pubs still full, airports rushed off their feet etc then they expect the government to bail them out.
Whatever happened to living within your means

i had a sister in law that was at the doctors every week, more likely twice per week, there was never anything wrong with her, other than being a hypochondriac 🤬

From the link you posted
Those same rights apply to those living in France before the end of 2020 who later reach pensionable age, provided they are entitled to a UK pension. You can read more about these rights on the links below.

The exemption from social charges on pension income for holders of an S1 also remains in place. The same applies to capital gains and rental income, provided they hold an S1, although for such income a solidarity tax of 7.5% is payable.

According to the European Commission, UK nationals who relocate to France after 2020 will continue to have similar rights.

Its as plain as day, uk citizens who lived in france prior to 2021and were below pension age are eligible when they reach pension age as are any UK citizens who moved after 2020
The point being...THEY LIVED HERE BEFORE 2021, AND THEREFORE HAVE A CdS! UNDER A50!!.
