CAP Reform Digital Application Questions

The DEFRA team will be on hand this evening to answer any questions you may have, they will be here between 5-7pm
And for those with questions on the new digital application and payment service for new rural payments, the team will be on hand with answers about what the service can do, on timescales for registration and on GOV.UK Verify.

CAP IS

1) Registration – can we request earlier invitation? Lots of clients and therefore assuming lots of problems to overcome (basing this on what has been said already about issues with registering). This will be very time consuming process so we need to be able to get as far a head as possible as soon as possible to make sure we are in the best possible position to claim BPS 2015.

2) Who has to register? Each partner / director or can just one representative for each business register on the Verify and go from there?

3) Can one e mail address be used for each partner in business? Lots of businesses have just one that serves the whole family.

4) What happens where SPS on line was used and now don’t have access to old email – how will they received registration invite?

5) What happens where no passport or DL held by those wishing to register?

6) After registration how do we sign up for CAP IS? Business / assign Agent etc

7) Once signed up for CAP IS what needs to be done with the data on there and by what dates? How detailed will this be? If we cant do this until after registration its going to take a really long time and this will impact on those such as agents who represent a big number of clients.

How and when will new entrant farmers be able to register for the new CAP Information Service? The guidance in the latest update refers only to existing SPS recipients being sent a registration pack.

Yes you’re right that those already registered as CAP customers can use the new digital application and payment service and will be alerted first. New customers will be able to register online from February.

1) Hi you won`t need to request an early invitation as we are starting to invite land agents to register in the next few weeks. So expect to receive a call from your contact with the RPA shortly.

Currently the service is at ‘private beta’ stage, meaning it both remains under development and is only accessible by invite. We are inviting groups of agents and those customers who we know will need the most supportnow, and will then open it up to all customers and shift to a ‘public beta’ on GOV.UK.

2) Only those who want to be involved in managing information on the service and applying for CAP schemes need to register – not everyone in a business or partnership has to, unless they want to.

The service enables you to add a firm of agents and then make links to individuals who you want to be associated with that firm. Each individual who wants to use it will need to register.
If you’re a firm of agents with many employees you may want to nominate an employee to add the firm, then look-up individuals and give them permission levels of your choosing.

3) Everyone will need an e-mail address to access the service . The same email address could be used multiple times, but for security reasons individuals are advised to use their own e-mail address.

4) You’ll only receive an invite to use the service in private beta if you have previously known to the RPA either as a customer or an agents , most likely by submitting SPS applications. If you are not certain you’ve registered previously as an agent you can call RPA on 0345 603 7777 and choose option 6. Or you can wait until the service is live to everybody next year.
Completely new customers i.e those who have never applied before, will be able to register on the service in the new year.

5) Nobody is excluded from claiming rural payments if they can’t prove their identity through GOV.UK Verify at this stage – such as if they don’t have a valid passport or driving licence. An alternative way to register will be available to them. GOV.UK Verify will direct users who are unable to verify their identity to another way to register, which still requires an e-mail address

6) Once you have had your identity checked through GOV.UK VERIFY you will automatically be matched into the new service. Once you are registered you will be able to check your personal and business and land details and provide permissions to others such as land agents or family members to act on your behalf. Anyone who you wish to give permission to act on your behalf will also need to be registered.

7) At this stage you will be able to use the new digital service to check your personal, business and land details, as well as giving permissions to others to act on your behalf.

Straight away you’ll be able to view online aerial photography and OS map views of land parcels from the RLR, which is a big improvement on the paper forms of the past. Land use from 2014 will be shown and this can be amended. Features, including landscape features, can be added and amended. Coming later is also the ability to merge, split or add parcels and change boundaries.

a passport no,
a previouis SBI no,
a vat no,
a national insurance no,
possibly a gun licence,
a history of paying HMRC
then surely that is enough.
I am very wary of handing significant personal financial information to outside agencies such as the Post Office.
The government has a long history of inadaequate security with peoples personal information.
This registration procedure looks as if it could cause a huge delay and have poor security,
Can DEFRA shorten and limit the process to those known to them for 20 years.

Hi thanks for your question and thanks for agreeing to take part in the early testing of CAP. The feedback that we`ve received so far about GOV.UK Verify has allowed colleagues in GDS to make improvements to the service to help make it as straightforward as possible for peeple to use. For example, some more information has recently been added to make it clear what information you're likely to need when you verify your identity, because some people reported that they had been asked questions they weren't expecting and didn't know the answers to without referring to their financial records.
All the certified companies that are part of GOV.UK Verify are subject to strict rules about how they look after your data and keep it secure. They have to meet industry and government standards and are subject to data protection laws.
No one will be excluded from using the CAP service - if you can`t register online via GOV.UK Verify there will be an alternative route available.

Hello, I can log onto the RPA Wales website, can see a list of my documents, but if I click on to read them, nothing happens.Am I doing something wrong?

On Thursday 26th September, we’re holding a webinar for farmers to go through the guidance, actions and detail for the expanded Sustainable Farming Incentive (SFI) offer. This was planned for end of May, but had to be delayed due to the general election. We apologise about that.

Farming and Countryside Programme Director, Janet Hughes will be joined by policy leads working on SFI, and colleagues from the Rural Payment Agency and Catchment Sensitive Farming.
