Mchale 998 cut and hold issue

The cut and hold on the right hand side is not cutting. The ram wont go down the last two inches to get the wrap cutting on the knife just ends up braking when the bale goes off the back.
Have tried bleading air from the ram and made no difference. Would the accumulators be at fault but from what i can work out the two are teed in together?
Any ideas on the next step?

The accumulator moves the ram back down all the way to cut the plastic. Having had two wrappers side by side its clear it can only be the accumulators as there is next to nothing other than gravity pulling down the rams. Swapping the accumulators pulled them down hard and fast.

Air in the ram , have to bleed our one 2 or 3 times a year , then it is 100%

When you changed the accumulators you bled the rams
 
Oil has wept past the central seal inside the ram. Take pipe and bung out of the other end put pipe on bung end and pressurise to reset
Don’t leave cut and hold closed overnight leave it open
