Have a wee look in where the air filter should be and see if the choke butterfly is opening fully when you are under load. Failing that clean the plug, but its not a spark issue (rust) or you would have no spark at all. If the plug is black its running rich, choke on all the time.

If you blow the tyres up really really hard it will give the poor thing another bit of clearance........ ;)

And there was no more lawn seed left in the shop, that looks to be Italian ...........

served my time on briggs and stratton engines on bale elevators and tattie dressers they were shite,a wee jap engine puts them to shame,

UMMMM i'm going to kick myself had the brigg's repair books in OZ and thats were they still are
sounds like some thing with the choke
if it's had an outing already for the year ummm it's not an over winter thing like a choke etc gumming up i would still be inclined to give it a blow out and a spray clean check plug etc

something just crossed my mine is the govner not working fully have seen the spring break and it dose not work fully makeing it run a bit rich at low revs and not giveing it a boost when needed

Sounds like crap in the carb as your running with no filter,running rich thats prob why it started well for a change, give it a blow out with the airline

true story guy i know down south with way to much time on his hands worked out if sheep in yards over night it takes 1/2 an hour for them to start 5hitting once they start eating .. so to mow his lawns gets a mob in leaves them in yards over night drenchs them etc the next am then on to the lawn for 28 minutes ..job done lawn mowed and no 5hit all over the lawn

this is the same guy who worked out always put you telescope on a tripod as it alows you to keep one hand free
