I've got an oil cooler (about 18''x18" ) on a harvester and not sure the 12v fan is good enough .Oil getting hot . Are they rated by watts or rpm . Any suggestions where canget a better one

Usually rated in watts or CFM (or both). But don't get caught up with the numbers, it's just a pissing contest between manufacturers and they're often BS (like the lumen rating on LED lights).
As a rule of thumb, the more you spend, the better the fan. I've had excellent results from Maradyne fans in the past, they're bloody noisy things but they can shift some air and they last a long time.
If your current fan has a reversible blade, make sure the fan motor is wired up correctly and the fan blade is the right way around. They become extremely inefficient if either one of these is incorrect.
