4MWh/te is correctfor gross calorific value of straw. the difference between that and what you actually get as useful heat is down to the efficiency of the boiler, how well the combustion is managed etc. I wouldn't be surprised to see less than 2MWh/te being achieved in a small boiler
There are some new developments in the biomethane market that could make this viable. The recent extension of the RHI scheme to January 2021 also helps.
