I would say there's the remains of a few rings compacted into the back of the housing that isn't letting you fit more than 3 in. I had mine stripped to put bearings in and had to chisel out the last ring or 2. They were solid
I put a set of seals into one recently, was given 6 rings but 5 was all I was ever getting into it. Maybe if I'd given each one a squeeze with the clamp I'd have gotten the 6 in

I was for ordering a load yesterday and was told to hold off until next week as they were anticipating a drop. Getting it delivered could be the issue though as I'm told nothing is moving yet.
