    Concrete over concrete thickness

    Scrabbling the surface would be "better" as you could cover the full surface of the existing slab so its the same across the full interface between new and old. Trying to fix it with bars can lead to localised cracking at the fixing as the concrete can't move/shrink like it wants too during curing.
