basically, initially with it being a damage only accident the police will leave it to insurance.
Once she has refused details it becomes an offence, cop number one may have forgotten that. Speak to another and get them to report it accordingly.
You can send them a letter, explaining that they are delaying paying for their clients damage. Afterall the hedge can't be at fault. Give them 7/14/21* days or you will submit a claim to the small claims court at their expense.
*delete what you feel appropriate or reasonable.
Shame the government and trading standards won't clamp down on these people properly. Some may mock you, but hopefully people will check after reading this. You are not the first and unfortunately not the last to deal with these people.
