I don't think payment is dependant on C&D forms. I know I've had it before where they wouldn't remove restrictions because we hadn't sent back C&S forms and we've definitely never had payment delayed on reactors.
It's probably the c&d form from when you had the reactors at the original breakdown. You should c&d wherever you've isolated them. There is a box to tick if you isolated them at grass and then you are supposed to leave it destocked for a certain length of time. Six months I think
CS is a five year agreement. The organic conversion period is two years, hence the two year term on OR1/OR3. I would imagine it's mandatory to follow up with OR1 and OR3 for the remainder of the agreement. There are plenty of hoops to jump through for organic conversion, including inspections...
