I think so, I can locate the car, start it up and lock and unlock via my phone from anywhere, even see adblue and fuel levels. It's currently requesting permission to book a service, not keen on the garage it's chosen though!!

On mine it will go via a modem in the car, same tech that rings 999 when an airbag goes off.
