No, you would give details when booking, most places won't let a group just turn up in cas they are full, they wouldn't wanting you standing round in the bar waiting for a table. Wouldn't you want to be told if the staff member that served you had tested positive s couple of days later? The sector has been issued with GUIDANCE, it's not law. What they DO need to do is risk assess, but it's up to each business to do what they think is best for their staff and customers. Most will make use of many of the elements of guidance issued. Don't forget this is the food and drink sector, they already have to do their HACCP protocols to reduce risk of food poisoning etc so it's just an add-on to that. If some people don't want to go out, no one is forcing them. Personally, once I am out of shielding then I will be supporting our country pubs, some of them have been absolute community hubs during this crisis, giving away free food to the vulnerable, setting up safe takeaway systems etc. I would feel comfortable sitting in a beer garden with a waitress/waiter service - that's no different fro how they ran their pubs pre-Covid anyway, the only difference will be I'll probably have to book even on a weekday. The smaller pubs probably won't use an app, they will just ask you if you want another drink - it's what they do anyway. If I don't like the way they are doing it. I'll go elsewhere, but I really want to continue support these businesses especially in rural areas.
