I got in beside him and told him to move the stubby lever and we moved the dolly. He had used the Land Rover to take his Ministry test, but had not been allowed to use the "stubby lever".</p><p>In real life terms 91,000 civil servants probably equates to 20, 000 in the private sector.</p></blockquote><p></p>
