If you are rubbing down due to rust then a twisted rope wire brush on a grinder does a better job. Do not skimp on PPE if you do use one as they do not forgive. You won't get all the rust off no matter what you do so use a cloth to wipe over the bare metal with some Kurust type product. I like Burgess Marine heavy duty rust cure but wipe it on instead of brushing it on (just makes less mess). This stops the rust coming back as quick. On top of that I would use acid etch primer which you can get in an aerosol. Just a very fine mist coat, you are not trying to paint it with it. Then primer, top coat and lacquer if you want. I would do 2k primer and top coat and my local auto paint shop will mix and put in an aerosol for smaller jobs. Again, do not skimp on PPE.
