I want to build a lagoon, approx 10,000 m3. I have been told I don't need planning but I think this is nonsense. Any pointers?

As I farm next to a main road I thought it best to get planning permission for my lagoon,I did and also got the relevant permission from the Ea,and some T wat still reported me to the Ea
Yes you need permission from planning and the Ea.
Put the plans in for area under 465 sq/m its only an £80 application.

good luck digging a lagoon over 21meters deep just to get a 10,000m3 lagoon on a cheap planning application

Just be mindful of the reservoir acts as the limits have decreased in recent years. We had to split our surge ponds in two to remain under the limits.
