I suppose it depends on the circumstances really. If he's battling away with the wet spring, just trying to get on then leave him at it. It will be gone soon enough.
If he's doing it on purpose just to p*ss people off then that's not on in my opinion.
Amazing how farms are different too, you can go past some and hardly smell anything even if cows are in 365 days a year, others are dirty sh*thole places that always stink. Certainly wouldn't want to live near some of them.

Off topic, but how do the DDers get on with complying with incorporating manures? I guess compost isn’t specifically mentioned and that’s probably used more that livestock manure....

DD folk dont usually have animals, thats how they have so much time to pontificate!
Straw rake and the drill with a cover crop or cash crop. Potentially a low disturbance drill isn't really incorporating anything. I've never heard of a no tiller being prosecuted for breaching the law but eventually some clipboard wielding warrior will try it.
There's a few conditions that don't mean that all manure has to be incorporated within 24 hours.

Nowadays it’s all skylark plots and wild bird seed mix....just not the same.
