What is the penalty for a late change of crop?

Might not be anything? I moved some EFA cover crop from one field to another well after submission date with no penalty. Couple of years ago.

If the change of code means breaching the diversification rule then be careful. For force majeure for unplanted spring crops I'd say you have a good case for writing to them to explain why you need to change.
