It's been raised with the council, they have a statutory duty to maintain highways, they have to do it - if they don't, get a Court Order, if the council don't do the necessary* they will be in contempt. This is a cheap / economical way of doing things since, once a Court Order has been attained, there are not really any further costs to the OP. In fact, if he can read and write and follow basic instructions, there is no reason why he need seek professional assistance to gain one.

*The chance of a council ignoring a Court Order is vanishingly small, so this is a good way to go.

You sell yourself short, no imagination or appreciation for just how vindictive people can be. I wasnt playing at your legal jumbo merely making a point. I have known people cause all kinds of issues as they collect 'evidence' and write letter after letter over the course of considerable period of time. Whilst not getting a road reclassified they may well note something as mundane as increased HGV traffic, then increased deterioration of the highway/his foundations/ying and yang no longer aligned. Some people have a vast capacity for vindictiveness and too much time on their hands, even legal sorts are not above such social trolling and I am aware of one such example where such an individual raised merry hell by obstinately objecting tooth and nail to thwart a farmers planning permission for a project.

If the local authority won't do anything themselves, could you not ask them if they would OK you doing some remedial work on the trees, the bits that overhang the public highway? If you had some sort of authorisation then you could crack on and wave the letter at the landowner if he gets stroppy.
 
Get yourself a Stihl turbocut. They are a telescopic hand saw and cut like magic.
Makes no noise so won’t disturb anyone.

Or a chainsaw and some mates/balls. :D

I know a chap who resolved a similar issue by taking what you might term an 'end-of-life' silage trailer down a lane at some speed. Half tipped up for good measure.

The owner of the trees in question was out pretty pronto with a chainsaw and a brush... by the sounds of it the trees in this example are a touch too big.

Agreed it’s our own fault really. The issue is you don’t notice things until all of a sudden it’s a problem.

He reckons 200k I think. I’m not so sure. As stated before the land around it the stench is almost eye watering On a warm day.

I’d cut all the trees down early one Sunday morning. Just drop the lot into his fields and go home.

Extremely tempted but I suspect all of a sudden there would be plenty of money to put me in prison! Also the nature and size of them etc mean it’s a huge job that needs to be done safely. If it was just one and johbdone I’d do it. I wouldn’t want anyone getting hurt in the process

What does the farmer that owns the trees say when you talk to him about it?
Do you need to be clearer with him?
If it was me and the tree on the corner of the main road was making things dangerous for me and my family, I would be making my point quite firmly.
