Absolutely, it's not simple. If a processor currently paying 45p doesn't secure enough milk to cover contracts, they either need to claim force major on contracts or buy spot milk at say 50p. That then results in them not being able to pay as much to their own suppliers.

I'm doing all that already for half that price. :-)
