Think your missing the point here, I may be well wrong, however a flat belt on a flat belt pulley has to be 100% lined up, that is impossible do do with moving from drive to idle pulley as it will be out of line, the 2 pulleys will be domed slightly, as the belt will run on the high spot. So I will say there not flat as you say.
If they were, the belt would rum continuously on the guides and rip it to bits, as for being thin, they would last a long time many years
I have every intention of permanently linings up pulleys 100%
also if the drive pulley is long enough the belt can move across and still running square.. I saw this been done on tv documentary at cornish fishing village and I thought that looks good
I am not happy with condition of pulley

How can the belt run 100% square on one pulley, and then still do the same when moved to other pulley ?

Also something I just thought of , the worn pulley is smaller diameter than loose pulley which means there’s a lip which belt may not slide over
I need to get it working good for Onslow next year as I intend having it working
I am going to saw hedging stakes

Is the driving pulley a parallel pulley or domed ?
 
I have mentioned there’s a local reputable one man band small engineering firm I should consult with him what I need to do to make pulley
This is wrong site to ask about casting but then again perhaps it is
 
It will work as he says but all pulleys need to be domed. Flat pulley will just wander off if not in line
Something to be thinking about but as I see things if pulleys are perfectly parallel and they will be set permanent domed pulleys will not be needed
Accurate drilling will be needed
