Start by soaking them in a penetrating oil a few times during the day and then the next day. We put a square tool on the end of them and got the pins to rotate. From there we could put a bit of leverage on them to prise them out.
Dry powder has its place, but be aware if you use it you can kiss your wiring loom goodbye.
Foam is probably a better bet.

What tractor do you have it on?
I would suggest that it is because the hyd pump on the tractor is stroking further when you lift the drill. This is causing a lift in the pump pressure.
some tractors allow you to put a remote on priority. This can help the issue.
Filling a large tank and the machine isn’t on dead flat ground, makes it hard to be accurate with how much liquid is really in the tank.

We used to have a mark 4 drill & before that a mark 3 Could drill over 200 kg per ha of fert if you wanted & 120 kg plus of oats from memory.
