Best, easiest way....

Has the tyre got any steel reinforcement (apart from the beads) or just a fabric/nylon carcass? A very sharp knife (or similar blade) isn't exactly easy, but works as well or better as any method I've tried. I use an angle grinder to cut through beads when separating scrap wheels and tyres, but it produces a lot of nasty smoke and the discs wear out surprisingly quickly.

I made a scraper out of a tyre but it was off an earthmover , local tyre firm cut it up and is impossible to wear out , the casing is 3 inches thick.
You can have it if you want
Tractor tyres aren't strong enough or you have to strengthen them.
I bought a reversible scraper in the end because with a tyre you can only push .

It's a bit far to tractor it home, but thanks anyhow. Push is fine 'cause it's going on the skiddy.

use a jig saw with fine metal blade stretch tyre with a chain or strap around a post or something then pull from opposite side with another strap and cut on stretched part and work you way round air line on blade to keep cool .you could allways buy a rubber blade from soverign rubber at crew if they are still there
