Surley if you burn off the stubble at seeding nothing will have a head start
Im not a fan of burrying weeds only to plough them back up at a later datë
To burn off cranesbill you need 6 litres per ha glypho 360. Even then it can come back. Such high levels of glypho are not conducive to germinating grass seed especially of its stuck to trash laid about. If thistle seed has shed locally I’d say it’s best ploughed down to a depth where it’s non viable. Ploughed seedbeds have always given a cleaner better start to grass here unless it’s prone to drying out, windblow etc which some of it is.

Just two final points
Thissle seed will be viable im the soil for over 20 years
And the point about roundup ,I often spray after i have broadcast seed with plenty of seed on the surface with no effect on germitation at 5 litre rate
not sure if that has any relavence to your point about roundup , but anyway we all have our diferent ideas ,as long as it works thats all that matters ,I have a lot of reasons not to plough unless i have to
