I've had sleepers on top of mine before. Even chained a heavy rsj behind for more levelling.

A good quality spring tine (oil cooled slowly during manufacture) should be able to take some punishment with the tines not breaking and remembering their shape. The cheaper Polish ones don't come with this benefit.
The tooth sections on our harrow have about 30-40% more iron in them than standard types so there is a great deal of resistance to shatter of you hit something rough and hard which should not be there. They are spaced one per inch so that every inch of turf gets a tooth through it during a single pass. The shape is like the stern of a ship rather than the bow so that roughs up a bit more.
