Cover crops in conventional tillage

Right then, here's a challenge for you.
I have a 110 acre field, this year 40 will be in vining peas and 70 in strawed carrots. Obv. This field had been 3 or 4 separate fields at one point and the soil types back this up. The area in peas is a heavier part that doesn't suit carrots, now the easy thing to do would be drill wheat after the peas, BUT after the carrots I will be planting s. oats so was wanting to put oats in the whole field to get it back into rotation as one.
So what could I use to help the heavier parts of the field recover a bit and maybe suck moisture out over winter and help to bring some life back to the soil. Best without a brassica as we have a history of club root or is mustard affected as badly?
The field will be available mid July and we will apply 3 t/acre of chicken litter and probably have to disc to break up the haulm before drilling whether we drill the cover with the combi or the claydon.
I did think of mixing in some s. oats but would that then compromise the following crop? Or I could spread the seed with the fert spreader or the slug pellet applicator and then disc in.
Any opinions welcome.

Now there's a thought, mmmmmmm something to think about, I grow winter oats so I don't know why I didn't, can't see the wood for the trees sometimes!
 
It kind of makes sense gives you a double break as such and if you can't sow after carrots at least you have a crop on 40 odd % of the field and then you perhaps get a summer cover crop in after the carrots and still get a first wheat established in reasonable time in the autumn...

As long as it isn't as big a disaster as my last double break of osr after peas, lots of sclerotinia that time! I think I will give the w. oats a go, good thinking. How early can I drill oats though, when drilling wheat after peas I like to go end August or early September, at might be too soon but at least I can get the ground ready to go, maybe even dd or min till them in!
Edit obviously I know oats don't get sclerotinia! :)
