Surely it depends on the energy source.
Most use natural gas, but in countries such as Iceland and Norway hydro power means production of CO2 is minimised
Recently falls in AN production has meant shortages of industrisl CO2 for the drinks industry

figure i found that 1 tonne of AN = 3.8tonnes of co2 With some technology to reduce emmisions. E.U average 7.8t of co2 per tonne of an. Russian slightly more again
