How to create organic fertile soil

So far I have Organic Kelp and a RockPLUS Soil Remineraliser which is is a combination of very finely crushed rock-dusts, sulphur, phosphate and MarinePLUS (a liquid that consists of fish that has been processed, filtered and combined with kelp and other beneficial minerals and ingredients) along with additional beneficial minerals and plant matter and biology. \

What else do I need to add? Compost? Fertilser? Ideas please.
