Paypal- transaction declined email

Had one of these this morning, looks very very genuine and is asking for you to confirm your card details. Only this is a scam email and clicking the link will lead you to a completely non-genuine website where you will unknowingly donate your credit card details. Don't be fooled.

Often get messages asking to confirm email and phone details or my account will be suspended ,,ignore all of them , its that time of year for the scammers and they know everybody is online to one site or another buying stuff .
Last week my village was plagued by suspect calls from Amazon regarding accounts or unauthorised payments .

I've had an email allegedly from Paypal denying me access to my account unless I download an ap onto my mobile phone. This is apparently a new EU security measure. The ap (they say) randomly generates a new password every time I log in or something like that!

I have replied to this by saying I don't have a mobile phone (not strictly true) and we are no longer in the EU (true). Seems genuine, but is it? I haven't needed to go into my Paypal account yet and I continue to pay for Ebay purchases without a problem. BTW, I don't have any money with Paypal as it simply debits my card when I pay for stuff and, no, I don't give card or pin details over the internet or phone anyway nor do I do online banking. Doing my accounts now from bank statements (off line) and there is no suspicious activity.
